Summary:
The independent administrative agencies are costitutions that were adopted from the greeks, created a lot of dispute in the political and legal cyrcles, as for their rating among the three upper juridictions in the democratic governmental system, the basis of legislation, as state organisarions and their accountability as for their activities.
The institution of independent administrative agencies and the basic elements that define their legal frame are analysed in the first part of this assignment. The historical advance and the causes that commanded their establishment are also refered in this part.
In the second part of the assignment, there is a specific analysis of the peculiar characteristics of the independent administrative agencies, the malfunctions as to the election of their members, the duration of their service, the parliamentary control and the proposals have been made for their reorganisation and reform in theoritical level.
In the third part of the assignment there is an analysis about the Constitutional Reform as a special process of our political system, the reform of article 101A. There is also reference to the proposals submitted to the Dialogue Committee for Constitutional Reform and the proposals of the greek political parties
