International Framework of marine environment oil pollution prevention from ships; Implementation and Effectiveness
Summary:
This postgraduate thesis attempts to present the evolution of the international framework for the oil pollution prevention of marine environemnt from oil generated by ships. The main principal Conferences in the course of the international environmental protection framework are presented which at the time could not be considered a hard law but through their influence on all actors played a soft law role in further inspiration and formulation of regulatory texts. Furthermore, the development and adoption of the International Convention of the Law of the Sea, is being presented , which has been a primary international legal provision for this purpose, and has been subject to several provisions in this field. Following is the introduction of the ships' oil pollution prevention framework with the establishment of the OILPOL and its evolution and improvement in the current MARPOL 73/78 International Convention and the progression of its content. Moreover, the application and effectiveness of the international framework is presented by supporting evidence from the literature that demonstrates the positive effects of its implementation proved from the reduction of the quantities released into the marine environment and by the increasing application of its regulations and ships' compliance with them.
