Summary:
Nowadays socio-economic conditions and increasing demands for higher growth rates make it a necessity to improve the administrative function of the public sector. Particularly in the case of Greece, during this period, public administration is called upon to fulfill its national mission as a tool of economic and social development and to contribute to overcome the economic and social crisis. In this context, the public sector needs to reconstitute and shake off its “historical traits”, such as inefficiency, maladministration and high levels of bureaucracy, but above all the low level of productivity of its staff.
Considering the value of the human factor to achieve the above objective, an important part of the reform effort should focus on the valuable tool of staff motivation, and – indeed through the “Mnemonic era”- on exploiting non-economic incentives. Aim of the present paper is to study the incentive theories and methods which are extensively used in the private sector and to investigate the possibilities of adapting them to the peculiarities of the Greek public administration.
