Modern examples of de facto and de jure decriminalization of drug use: Portugal's and Netherland's models
Summary:
This thesis deals with the effects of drug decriminalization through the use of specific examples such as those of Portugal and the Netherlands. The results of research are mainly focused on three axes: (a) the number of drug deaths, (b) the prevalence rate of infectious diseases among users, and (c) the rate of drug use with escalating risk.Reference is also made to the Drugs Law (4139/2013) in order to determine which drug and to what extent its risk should be punished by the legislator. Finally, an attempt is made to approach the general problem of decriminalizing or not using drugs.
