The issue of Environmental Refugees in the context of disaster and crisis management at international level
Summary:
The issue of environmental refugees is a controversial debate in the world. It is undoubtedly one of the most important hazards in the field of disaster and crisis management and we must point it out as a number of other hazards and crises such as: earthquakes, terrorism, floods, epidemics, organized crime, volcanic danger, cybercrime and in general other disasters (natural and anthropogenic). The responsibility for managing all these critical incidents undoubtedly rests with the Member States. However, the ever-increasing cross-border nature of these critical situations leads to the urgent need for multilateral and coordinated action, as in the case of environmental refugees.
The purpose of this study is to first analyse the conceptual content of the critical issue of environmental refugees as presented in international literature, to investigate the legal nature and institutional context of the issue in terms of international and regional texts, and to assess the range of problems, consequences of, challenges and prospects at economic, political, social and environmental levels. Through the critical review and in-depth analysis of a variety of case studies, it is attempted to identify the issue in the context of disaster and crisis management internationally and to highlight its nature and implications.
