The Role of the European Union in Greek-Turkish Relations: Can The European Union Guarantee Long-Term Cooperation?
Summary:
Focusing on Greek-Turkish bilateral relations in the context of Europeanization,
this study demonstrates how the EU has affected the respective states' policy preferences.
The EU has managed to transform the relations' conflictual nature with the 1999 EU
Helsinki Summit in which their bilateral issues have gained a European dimension.
Although Greece and Turkey have found several areas to cooperate, the breakthrough in
their long-standing disputes failed to come. Those disputes have remained as obstacles
for convergence and have backslid the bilateral relations into de-Europeanization.
However, the EU is still a significant actor and can provide long-lasting cooperation in
Greek-Turkish relations if the two states adopt the EU norms and values in all sincerity.
