Methods of pricing health services and evaluation of their performance
Summary:
Costing and pricing of health services are two different but interdependent concepts in health service. Specifically, the costing of health services concerns the mechanisms and criteria by which the health services offered are financed (taxation, social security, private insurance, private expenditure). Pricing is the process of setting a specific selling price for a particular product or service based on previous costing. The method followed is the bibliographic review of Greek and foreign articles. The search was conducted on the online platforms MedLine and Google Shcolar, from June to September 2020. The inclusion criteria of the articles were to be in Greek and English, with a time limit from 2000 until today.
The results show In Greece, since 2011 the Greek DRGs (so called KEN) are applied, which follow the Australian model and constitute a generalized price list of hospitalizations, which determines the cost and the average length of hospitalization (ALoS) for each category of hospitalization.
In the DRG system, patients are categorized, based on the systematic collection of valid and reliable data when patients leave the hospital. The purpose of the system is to classify them into a manageable number of incident categories.
At the same time, an important task in streamlining the supply system was the creation of a database of the Price Observatory, in order to make every month the supplies that each hospital needs, with transparency for the suppliers who provide the products and the available stock.
The International Reference Pricing system is used to price pharmaceuticals. In particular, the pricing of medicinal products is based on the average of the three lowest prices in the Member States of the European Union.
Given the potential impact on providers' behaviors, it is important to maximize the use of different pricing policies to achieve better results. At the same time, price adjustments and payment reform should be monitored.
