Procurement and public procurement are an important part of the economy, and many countries are trying to improve public governance in this area by pursuing institutional and legislative reforms.
The legal framework of European law gives the guidelines to the Member States focusing on cost-effectiveness and the principle of transparency.
The subject of this dissertation is the public procurement procedure with electronic means and specifically with electronic catalogues and the further analysis of the cases of two countries, Italy and Slovakia, which are proceeding with these new changes. The benefits and how important it is for Greece to move in this direction are also demonstrated.
