Summary:
The ten-year economic crisis that plagued Greece had its own special characteristics,
which are mainly due to the structural problems of the way the socio-political
system of the country is organized and operates for many years. The answer to these
problems and following the deep recession in 2009, was the recourse to the
European Support Mechanism, with the main goal of avoiding a credit event. In
return, the country had to take fiscal adjustment measures to reduce deficits and
reforms to be able to return to sustainable growth. The whole adjustment program
was based on the so-called internal devaluation.
Indeed, the pursuit of restrictive fiscal policy is the best tool for stabilizing an open
economy, operating at a fixed exchange rate regime, such as the euro area
countries. However, in the country there was no time to deal with the problems and
balance the system through the medium-short-term adjustment of wages and prices
and the adjustment had to be imposed immediately through legislative
interventions. These interventions were subject to a marginal judicial review, which,
in essence, shaped the wage policy.
The objective of the research was to control the manner of imposing restrictive
salary measures on all civil servants and public officials, in order to identify
ineffectiveness of the wage policy. This thesis raises questions about whether there
is a correlation between the salaries of civil servants and public sector officials and
how differently the different categories of civil servants were treated, which
categories were most burdened by the fiscal adjustment and for what reasons. This
study supports and controls at the same time that the reductions in the salaries of
civil servants and officials were not imposed within a consolidated stability program,
in a uniform and proportionate manner. The measures imposed in conjunction with
the court decisions issued also formed marked differences.
In the first part, the present study reports and analyzes the period of economic crisis
and focuses on the measures taken in the context of its halt. Also, there is a primary
review of the case law of the Council of State regarding the implementation of
income policy measures imposed in the framework of fiscal adjustment programs of

the country, during the period 2010-2018 as well as a review of the Greek
bibliography and articles, which dealt with legal issues reason for the issuance of the
above court decisions. The second part presents the wage policy measures
implemented during the period 2010-2018, for each category of staff and includes
tables with the total of the formed salaries and their change rates. In addition, the
conclusions of the research are recorded and the basic questions are answered, as
they are formulated in the introduction.
