The research finds in this paper are dialectically associated with the theoretical discussion regarding the Greek State reformation, with the reference example being that of the political and administrative history of the Secretariat General for Communication and Media (S.G.C.M.) as it has been shaped through its administrative co-existence with the National Council for Radio and Television (N.C.R.TV) from the regime change in 1974 to the present day. The analysis focuses on the emergence of new forms of governance in the Greek political-administrative system, through the assignment of competencies from a public administration institution (S.G.C.M.) to an independent authority (N.C.R.TV).
This paper aims to demonstrate that N.C.R.TV (as well as the other Greek State independent authorities), drawing its legalisation from its distance from political parties and any kind of direct political influence or intervention, constitutes a par excellence de-politicisation pocket in the Greek Public Administration.
This paper will attempt to demonstrate that the N.C.R.TV can reinvent its administrative bond with the S.G.C.M., contributing, inter alia, to a clearer differentiation between the “service” and “political” administration of the latter, especially after S.G.C.M. was subject to the Presidency of the Government in 2019, as stipulated by law 4622/2019 (Government Gazette, A’ 133), regarding the “Executive State”.
The empirical investigation is based on primary qualitative data from semi-structured interviews with N.C.R.TV expert staff and S.G.C.M. chief administrative officers and senior public servants, and, last, but not least, some of its former political heads.
