Summary:
This thesis aims to present the EU's economic policy rationale and to guide member-states in economic restructuring and recovery, while laying the appropriate foundations for their resilience to any future turmoil. This policy took the form of several regulations and development programmes that were part of the Next Generation EU. In particular, the innovative instrument that this study is inspired by and analyses is the Recovery and Resilience Mechanism established by Regulation 2021/241. Specifically, it is an analysis of the objectives and mechanisms of this programme, the need to adjust them following the dreary geopolitical developments at the beginning of 2022 and the necessity of the immediate adoption of radical yet effective reforms by each Member State, adapted to the needs of each one. The whole Union is shaking itself up and redefining its priorities, putting green and digital transition at the top of the list, offering financial support to Member States under specific conditions, targets and supervision. The Member States are invited to organise and implement their vision through the National Recovery and Resilience Plans, preparing the ground for future generations and strengthening both their own energy and resource autonomy and that of the EU as a whole.
The second main theme of this study puts under the microscope and analyses the organisation and legal status that framed the Greek Recovery and Resilience Plan and in particular the role of credit institutions, which successfully enter into cooperation with the Greek State as its proxies for lending from the Recovery and Resilience Fund's resources. They are the catalysts of the mechanism that are called upon to manage the financing in order to implement within the Greek territory eligible reforms and investments in the context of commitments to the EU institutions and to achieve both recovery and resilience.
