Summary:

The purpose of this thesis is to demonstrate the equal legal validity of the material act in relation to the legal validity of the administrative act. In order to achieve this, cases of damaging material actions and omissions of the kind that have been dealt with by the Greek judiciary from time to time, not only in the field of sovereign administration, but also in that of parochial administration, are brought for investigation. At the same time, the specific issues that arise with regard to the conditions for establishing the civil liability of the State for material acts are analysed.
