Case study of mass casualties: Managing and Iidentifying of the dead in terrorist attacks, France 2015-2016
Summary:
During the November 2015 terrorist attacks in Paris, France, when 130 people were killed, the urgent need to alert the families of the victims led to partial implementation of the Disaster Victims Identification Protocol. The techniques implemented, the protocols and the errors were a tool and guideline for better and more effective management of the next terrorist attack in Nice in July 2016. Both the media and the state authorities demanded immediate disclosure of the victims' identities. It is worth noting that a scientific identification of all victims was carried out, even for those who carried identity documents. The terrorist attacks that took place in France in 2015 and 2016, which caused many victims, have shown that it is necessary to identify the victims in accordance with the methodology developed by the International Criminal Police Organization (INTERPOL) for such events. This paper is a case study of the terrorist attack in Paris in November 2015 and Nice in July 2016. Through the study of the terrorist attack in France emerges, a) the importance and necessity of the b) the errors and technical problems that have arisen, c) the role of relatives in the Disaster Victims Identification, d) improvement techniques for the future.
