Summary:
Success and failure in organizations depend not only on individual knowledge, skills and abilities but also on the quality of interaction and communication within and between organizational teams. Because of the advantages that teams have for organizations today, it is interesting to examine their management in order to determine their level of effectiveness and suggest ways to improve their functioning and dynamics. This is even more interesting in the case of public organizations, given their particular characteristics. The purpose of this study is to examine the management of teams in the case of public organizations and municipalities in Greece, specifically in Athens. The research objectives o are: a) to determine the factors that influence the way groups are formed and function in the workplace; b) to determine the effectiveness of the functioning of groups in the workplace; c) to investigate the practices of group empowerment in the workplace. In order to conduct this research, the quantitative method was chosen using a questionnaire for data collection, which was completed by 137 employees in municipalities and public organizations in Athens. It is found that there are no specific working groups in the municipalities and organizations examined. This may be due to the way public sector organizations are organized and administered in Greece. In addition, factors that have been reported by the international literature as important in the formation of groups in organizations, as well as the practices of group empowerment received extremely low scores in this study. Overall, it was found that the teams are not utilized in the municipalities and organizations whose employees participated in this research, and that the factors that characterize the smooth and effective functioning of the teams, as well as the practices of empowering the teams, are almost absent. In order for public sector services to become competitive through the increased efficiency and productivity of their members, to modernize and to unhook from the bureaucratic model of management, they should harness the dynamics of groups and the advantages that teams can provide to a organization.
