          <dc:description xml:lang="el">Η παρούσα μεταπτυχιακή διατριβή εξετάζει την αποτελεσματικότητα του προγράμματος Tsunami Ready της Διακυβερνητικής Ωκεανογραφικής Επιτροπής της UNESCO (IOC–UNESCO) ως εργαλείο ενίσχυσης της τοπικής ετοιμότητας και ανθεκτικότητας απέναντι στον κίνδυνο τσουνάμι, με έμφαση στην περιοχή της Ανατολικής Μεσογείου.  Η Μεσόγειος, και ειδικότερα η Ανατολική της λεκάνη, χαρακτηρίζεται από έντονη σεισμοτεκτονική δραστηριότητα, περιορισμένους χρόνους άφιξης των κυμάτων και υψηλή έκθεση πληθυσμού και υποδομών, γεγονός που καθιστά κρίσιμη την αποτελεσματική λειτουργία των συστημάτων έγκαιρης προειδοποίησης και την προετοιμασία των τοπικών κοινωνιών. Στο πρώτο μέρος της εργασίας παρουσιάζεται το γεωδυναμικό και σεισμοτεκτονικό πλαίσιο της Ανατολικής Μεσογείου, καθώς και τα ιδιαίτερα χαρακτηριστικά των μεσογειακών τσουνάμι σε σύγκριση με ωκεάνιες λεκάνες. Στη συνέχεια αναλύεται το παγκόσμιο και περιφερειακό σύστημα διαχείρισης τσουνάμι, με έμφαση στο NEAMTWS (North-Eastern Atlantic, Mediterranean and Connected Seas Tsunami Warning System) και στον ρόλο των Tsunami Service Providers. Κεντρικό τμήμα της διατριβής αποτελεί η ανάλυση του προγράμματος Tsunami Ready, τόσο σε θεωρητικό επίπεδο (κριτήρια, δείκτες και φιλοσοφία του προγράμματος) όσο και σε πρακτικό επίπεδο μέσω μελετών περίπτωσης. Εξετάζεται διεξοδικά η εφαρμογή του Tsunami Ready στη Σάμο, καθώς και συγκριτικά παραδείγματα από τη Minturno (Ιταλία) και τις Κάννες (Γαλλία), με στόχο την ανάδειξη καλών πρακτικών, αδυναμιών και διαφορών στη θεσμική οργάνωση, στην επιχειρησιακή απόκριση και στην κοινωνική αντίληψη του κινδύνου. Ιδιαίτερη έμφαση δίνεται στη σημασία της εκπαίδευσης, της ενημέρωσης του πληθυσμού και της κατανόησης των μηχανισμών προειδοποίησης, όπως αυτή αποτυπώνεται σε εμπειρικές έρευνες με ερωτηματολόγια. Τέλος, η εργασία συζητά τις βασικές προκλήσεις εφαρμογής του Tsunami Ready στην Ανατολική Μεσόγειο και διατυπώνει προτάσεις πολιτικής για τη βελτίωση της λειτουργικότητας του προγράμματος, με στόχο την ενίσχυση της ανθεκτικότητας των παράκτιων κοινοτήτων απέναντι σε μελλοντικά τσουναμικά γεγονότα.</dc:description>
          <dc:description xml:lang="en">This master&amp;apos;s thesis examines the effectiveness of the Tsunami Ready program of the Intergovernmental Oceanographic Commission of UNESCO (IOC–UNESCO) as a tool for enhancing local preparedness and resilience to tsunami risk, with an emphasis on the Eastern Mediterranean region.  The Mediterranean, and in particular its Eastern basin, is characterized by intense seismotectonic activity, limited wave arrival times and high population and infrastructure exposure, which makes the effective operation of early warning systems and the preparation of local communities crucial. The first part of the thesis presents the geodynamic and seismotectonic context of the Eastern Mediterranean, as well as the specific characteristics of Mediterranean tsunamis compared to ocean basins. The global and regional tsunami management system is then analyzed, with an emphasis on the NEAMTWS (North-Eastern Atlantic, Mediterranean and Connected Seas Tsunami Warning System) and the role of Tsunami Service Providers. The central part of the thesis is the analysis of the Tsunami Ready program, both at a theoretical level (criteria, indicators and philosophy of the program) and at a practical level through case studies. The implementation of Tsunami Ready in Samos is examined in detail, as well as comparative examples from Minturno (Italy) and Cannes (France), with the aim of highlighting good practices, weaknesses and differences in institutional organization, operational response and social perception of risk. Particular emphasis is given to the importance of education, population information and understanding of warning mechanisms, as reflected in empirical surveys with questionnaires. Finally, the paper discusses the main challenges of implementing Tsunami Ready in the Eastern Mediterranean and formulates policy proposals for improving the functionality of the program, with the aim of strengthening the resilience of coastal communities against future tsunami events.</dc:description>
