          <dc:description xml:lang="el">Τα τελευταία χρόνια, η Ευρωπαϊκή Ένωση έχει βρεθεί αντιμέτωπη με μια αλληλουχία  κρίσεων, από την κρίση δημόσιου χρέους το 2009 έως τον πόλεμο στην Ουκρανία το  2022, συνθέτοντας αυτό που συχνά περιγράφεται ως «πολυκρίση» και επαναφέροντας  στο προσκήνιο το ερώτημα: κατά πόσο οι κρίσεις λειτουργούν ως καταλύτες προόδου  και εμβάθυνσης της ενοποίησης ή, αντίθετα, ως παράγοντες στασιμότητας και  αποσύνθεσης. Η συζήτηση για τη σχέση κρίσης και ενοποίησης δεν είναι νέα, καθώς  ήδη από τη δεκαετία του 1970 ο J. Monnet είχε επισημάνει ότι η Ευρώπη «θα  σφυρηλατηθεί μέσα από τις κρίσεις της». Η παρούσα εργασία εξετάζει τον αντίκτυπο  του πολέμου στην Ουκρανία στη διαδικασία της ευρωπαϊκής ολοκλήρωσης,  εστιάζοντας στην Κοινή Πολιτική Ασφάλειας και Άμυνας (ΚΠΑΑ). Το βασικό  ερευνητικό ερώτημα αφορά το κατά πόσο ο πόλεμος, ως εξωτερική υπαρξιακή κρίση,  οδήγησε σε θετική πολιτικοποίηση και παρείχε νέα ώθηση στην αμυντική ενοποίηση  της ΕΕ. Θεωρητικά, η ανάλυση στηρίζεται στη βιβλιογραφία περί πολιτικοποίησης,  μέρος της οποίας υποστηρίζει ότι οι συμμετρικές και ολιστικές κρίσεις δύνανται να  ενισχύσουν τη συλλογική δράση, τη θεσμική εμβάθυνση και τη νομιμοποίηση της  ευρωπαϊκής διακυβέρνησης. Μεθοδολογικά, η εργασία βασίζεται σε ποιοτική ανάλυση  επίσημων εγγράφων της ΕΕ, θεσμικών κειμένων κρατών-μελών, δεδομένων κοινής  γνώμης και επιλεγμένων μελετών περίπτωσης κρατών-μελών. Τα ευρήματα δείχνουν  ότι ο πόλεμος λειτούργησε ως καταλύτης θετικής πολιτικοποίησης, ενισχύοντας τον  ρόλο των υπερεθνικών θεσμών, τη σύγκλιση μεταξύ των κρατών-μελών και τη  δημόσια στήριξη προς την ΚΠΑΑ, ενώ παράλληλα αναζωογόνησε παλαιότερες ιδέες  αμυντικής ενοποίησης. Συμπερασματικά, η εργασία υποστηρίζει ότι η κρίση του  πολέμου στην Ουκρανία επιβεβαιώνει τη δυναμική της «ενοποίησης μέσω κρίσης»  στον τομέα της άμυνας και ασφάλειας, παρά τους διαρκείς διακυβερνητικούς  περιορισμούς που εξακολουθούν να χαρακτηρίζουν την ευρωπαϊκή αμυντική πολιτική.</dc:description>
          <dc:description xml:lang="en">In recent years, the European Union has been confronted with a succession of crises,  ranging from the public debt crisis of 2009 to the war in Ukraine in 2022, forming what  is often described as a “polycrisis” and bringing back to the forefront the question of  whether crises function as catalysts for progress and deepening integration or,  conversely, as factors of stagnation and disintegration. The debate on the relationship  between crisis and integration is not new, as already in the 1970s J. Monnet had pointed  out that Europe will be “forged through crises.” This study examines the impact of the  war in Ukraine on the process of European integration, focusing on the Common  Security and Defence Policy (CSDP). The main research question concerns the extent  to which the war, as an external existential crisis, led to positive politicization and  provided renewed momentum for EU defence integration. Theoretically, the analysis  draws on the literature on politicization, part of which argues that symmetrical and  holistic crises can strengthen collective action, institutional deepening, and the  legitimacy of European governance. Methodologically, the study is based on qualitative  analysis of official EU documents, institutional texts of member states, public opinion  data, and selected case studies of member states. The findings indicate that the war  functioned as a catalyst for positive politicization, strengthening the role of  supranational institutions, convergence among member states, and public support for  the CSDP, while simultaneously revitalizing earlier ideas of defence integration. In  conclusion, the study argues that the crisis of the war in Ukraine confirms the dynamics  of “integration through crisis” in the field of defence and security, despite the persistent  intergovernmental constraints that continue to characterize European defence policy</dc:description>
