          <dc:description xml:lang="el">Η διπλωματική διατριβή εξετάζει τις επιπτώσεις της κακοκαιρίας «Daniel», ενός από τα πιο ακραία πλημμυρικά φαινόμενα του τελευταίου αιώνα, στο δομημένο περιβάλλον της Θεσσαλίας τον Σεπτέμβριο του 2023. Το ενδιαφέρον επικεντρώνεται στην ανάλυση των δομικών και μη δομικών βλαβών που προκλήθηκαν σε κτίρια των Περιφερειακών Ενοτήτων Καρδίτσας, Τρικάλων, Λάρισας και Μαγνησίας, από την προαναφερθείσα κακοκαιρία. Δεδομένου ότι τα κτίρια αποτελούν ζωτικό κύτταρο της κοινωνικοοικονομικής δραστηριότητας, η διατριβή επιδιώκει να αναδείξει την τρωτότητα του κτιριακού αποθέματος απέναντι σε φαινόμενα ακραίας έντασης.  Η ανάλυση βασίστηκε στην επεξεργασία δεδομένων, τα οποία συλλέχθηκαν από τη Γενική  Διεύθυνση Αποκατάστασης Επιπτώσεων Φυσικών Καταστροφών (ΓΔΑΕΦΚ) του Υπουργείου  Κλιματικής Κρίσης και Πολιτικής Προστασίας. Η βασική ερευνητική υπόθεση βασίστηκε στη  συσχέτιση των γεωμορφολογικών χαρακτηριστικών της κάθε περιοχής (υψόμετρο, κλίση  εδάφους) με το είδος και την ένταση των κτιριακών ζημιών. Για την ανάλυση τρωτότητας, τα κτίρια ταξινομήθηκαν με βάση τον φέροντα οργανισμό τους (Οπλισμένο Σκυρόδεμα, Φέρουσα  Τοιχοποιία, Μικτή Κατασκευή) και τη σοβαρότητα της βλάβης, όπως αυτή αποτυπώθηκε από τη  χρωματική σήμανση (Πράσινο, Κίτρινο, Κόκκινο) των επίσημων τεχνικών κλιμακίων.  Τα αποτελέσματα της ερευνητικής διαδικασίας επιβεβαίωσαν ότι η γεωμορφολογία διαδραμάτισε σημαντικό ρόλο στην τρωτότητα του κτιριακού αποθέματος της υπό μελέτη περιοχής. Στις πεδινές περιοχές της Καρδίτσας και της Λάρισας, η παρατεταμένη επαφή με τα ύδατα προκάλεσε την κατάρρευση παλαιών κτιρίων φέρουσας τοιχοποιίας, ενώ στη Μαγνησία, η υδροδυναμική ορμή των υδάτων οδήγησε σε υψηλά ποσοστά δομικών βλαβών, ακόμη και στις σύγχρονες κατασκευές από οπλισμένο σκυρόδεμα. Η Περιφέρεια της Καρδίτσας συγκέντρωσε το μεγαλύτερο ποσοστό κτιριακών βλαβών, αναδεικνύοντας τη λεκάνη του Παλαμά ως το επίκεντρο της καταστροφής από την κακοκαιρία.</dc:description>
          <dc:description xml:lang="en">This thesis investigates the impact of Storm Daniel, a catastrophic meteorological event of  unprecedented magnitude, on the built environment of Thessaly in September 2023. The study  focuses on the systematic analysis of structural and non-structural damage sustained by the  building stock in the Regional Units of Karditsa, Trikala, Larissa, and Magnesia. Recognizing that  buildings are fundamental assets for socioeconomic stability, this research aims to quantify the  vulnerability of different structural typologies against extreme flood hazards.  The analysis was based on the processing of empirical data sourced from the General Directorate  for Natural Disaster Rehabilitation. The primary research hypothesis examined the correlation  between the geomorphological attributes of the affected areas (elevation, morphological slope)  and the typology and intensity of building damage. For the vulnerability assessment, structures  were categorized based on their primary structural system and the intensity of damage, as  documented by the official color-tagged protocol  (Green, Yellow, Red) implemented by the  building inspections’ teams.  The findings demonstrate that geomorphology was a primary factor controlling the building  performance. In the floodplains of Karditsa and Larissa, prolonged submersion led to the  catastrophic failure of old load-bearing masonry structures. In contrast, the mountainous terrain  of Magnesia induced high-velocity hydrodynamic flows, resulting in significant structural  compromise even in modern reinforced concrete buildings due to debris impact and scour. The  Regional Unit of Karditsa exhibited the highest concentration of damage, with the Palamas basin  identified as the epicenter of the structural devastation.</dc:description>
