Focus on the development of higher education in this comparative study (Greece,
Lithuania and Bosia-Herzegovina) is examined against the backgroud of the
Bologhe Decleration, known as a Bologia Process, which aims at establishing the
European Higher Education Area by 2010. This thesis reflect on the individual
characteristics of each nation, and how they seek to implement the goals and
overall objectives of the Bologia Process. The analysed examples illustrate a
lack of coordination, which is not necessarily the result of a lack of will and
the failure to adopt to a Process where shared values have not been
sufficiently defined or their international significance emphasied National
reports emphasized the nation's compliance with the Process requirements. In
reality however changes in the national systems of higher education are often
legislative but such legislation is not effectively implemented. However, the
obvious improvements should not be denied. Reform was and will be crucial if
Europe is to match the level of the best performing systems in the world.
