The conflict resolution tools developed within the Dayton institutional framework have gone only half-way to the goal of true reconcilitation in Bosnia-Herzegovina, since they are confined by the centrifugal ethnic elites that have retained power. Upon the completion of the first post-war phase, the reform debate is on and several proposals are aired suggesting more or less
ethnic forms of governance and more or less interventionist international role. This setting forms an opportunity for the integrationist domestic and international factors to negotiate a viable, pragmatic and more effective revised conflict resolution policy.
