Summary:
This dissertation presents the quantitative and qualitative characteristics of
the parameters of the four important natural hazards that through their past
occurrence have in a great extent formed the island zone of Thera, while their
recurrence in the immediate or distant future is nothing but a certainty. Thera
is indeed the most volcanic zone of the Hellenic arc in the southern Aegean
sea. It consists of two active volcanic centres with numerous faults in the
general vicinity, which through their activity have given birth to well known
disasters throughout the Holocene epoch. The volcanic and seismic activity in
the area strongly relates with two other equally important natural hazards:
tsunamis and landslides that occur in susceptible slopes of the caldera. As
Thera hosts numerous functions and is a popular touristic designation, the
above mentioned natural hazards pose a great risk due to the characteristics of
the island zone. The spatial vulnerability assessment of the exposed entities
paired with the distinction of the vulnerability during the winter and summer
time frames, trigger new practices in planning and spatial management in
pursuit of the reduction of risk. Based on the current legislation for the
civil protection, the local authorities is required to act accordingly and
concretely. Through a critical approach based on international and domestic
experience, it is clear that there are inconsistencies and vague points in the
current legislation that obviously limit the effectiveness of any participation
or action during complex management conditions.
