Summary:
Not only does Environment, nowadays, suffer the intense damaging effects of
modern civilization but it is the very potentiality of future generations not
being able to meet their own basic needs that is also at stake.
In all modern societies, waste management constitutes a very significant factor
of economic activity, one that under the right State Supervision can offer
various chances of development, can reduce the reliance inherent in importing
raw materials and can also create great potential for both Employment and
healthy Entrepreneurship.
The current study aims at thoroughly presenting the case study titled “Urban
waste management in the wider Mesologi Municipality”. Specifically :
The analysis of NWMP (National Waste Management Planning) is dealt within the
first chapter. The afore mentioned NWMP dictates the policy, strategy and waste
management goals in national level and determines the general directions of
waste management, while indicating appropriate actions so the goals and
principals stated by the Nr.4042/2012 Law (issued on the P.C. – 24/ τ.A΄) are
implemented to the fullest.
Various ascertainments made by the Ombudsman after having examined certain
complaints and a number of replies made by the apposite Services are dealt
within the Second Chapter. In examining these complaints a number of autopsies
and meetings -including all the State Institutions involved- have taken place.
During this examination a number of ascertainments have been made, concerning
the standing condition in solid waste management which was found to be
abstaining from the officially stated goals of both the National and European
policy in the Waste management level, ie their rational management up till the
stage of their final disposal, so that negative consequences on both the
environment and public health are either prevented or minimized as is possible.
The present chapter attempts to highlight systematic administrative
managemental issues in urban solid waste management and also present specific
proposals in rationally facing the problem and protecting the environment.
The Goal of the Local Act is to implement a holistic management frame
concerning the Urban Solid Waste Management in the Municipality of Mesologi,
based on the structures and premises set by the National Waste Management
Planning. This Local Act is dealt within the Third Chapter.
The Local Act will, specifically, attempt to :
• Evaluate the Municipality’s standing Solid Waste Management.
• Evaluate the Municipality’s Strategy as related to both the
Institutional Framework. and the National Policy that dictated a new Waste
Management model.
• Define the needs in Structural, Logistical, Material, Technical and
Human Resources level as these will be resulting by the Municipality’s
increased obligations when implementing USWM (Urban Solid Waste Management).
• Propose public briefing events that will contribute to the
implementation of the National Goal of Recycling and pre-collecting waste in a
50% percentage by the year 2020.
• Evaluate financial costs of Waste Management in the local planning
stage and to examine the financing potential within the 2014-2020 programmatic
period.
• Propose Management and Control systems concerning the Planning
suggested.
• Propose methods that will be motivating citizens in actively
participating in the Recycling Sector.
