Infrastructure Siting Projects - Technical & Legal issues. Case Study: Siting of the Sewage treatment plant at “Chora” of Andros Island.

The incorrect siting of infrastructures that are mandatory by the European Union (EU) has often led to the cancellation of their completion for legal or technical reasons. This results to serious impact on the environment and penalties (fines) at the country that does not comply with requirements. This paper presents the method used to site the municipal wastewater treatment plant of “Chora”, at Andros Island. For siting the facility, legislation requires two environmental studies to be performed: a Preliminary Environmental Assessment & Evaluation & an Environmental Impact Assessment (EIA). Then, the “environmental conditions” for the plant operation were approved by the appropriate authority. The siting and EIA had particular difficulty because of technical (geomorphological, geotechnical, geological, hydrogeological, pipeline routing, financial issues etc.) and legal issues. In addition a socially acceptable solution should be selected and even more important consider the reasons for the cancellation of the previous locating and ET approval decisions by the Council of State (higher court). It is noted that the sewage handling problem was enormous, especially during the summer.
