Summary:
Although today the practice of governance is limited in that it will be effective and efficient, not primarily for the benefit of society, but particularly for the benefit of financial stability, the agent of moral impression should not be underestimated, because a power that does not act on the basis of basic precepts and principles can not be ultimately legitimized. The aim of the present study was to deal with what the United States called "government ethics", in greek yield morality and ethics in government. The research focused on two separate objects, one ethics as part of philosophy, and governance, as part of the wider administrative science, and how these two seemingly disparate concepts can establish a modern administrative ethics. Of course, this research was not easy outset, one should be cleared and concepts are confused in the public sphere, such as "accountability", "public interest", etc. Armed with extensive analysis of the dominant ethical philosophies became not only the typology of unethical behavior and the causes of corruption, and how to treat conflicts of interest that arise when the daily exercise of political power by government officials, either at ministerial level or at the level of civil servants. After then became a more specific presentation tool constitution of so-called "moral infrastructure", codes of conduct, their structure, their purpose, and their application in a number of countries such as Greece, Great Britain, USA and the European Union. Although the thesis has centroid institutions of governance, also expanded in parliamentary ethics issues, since usually a government ministers cames from Parliament, highlighting the main problem that no confusion of roles between judges and judged. Finally, a special reference to the phenomenon of "Guerrilla Government", (in greek "Guerrilla Government"), which arises when a public official is required to implement a policy against which not only disagrees, but thinks morally Orphan, bringing the issue whether a power can be confined in a standard money.
