SUMMARY
The present study explores the issue of ecclesiastical administration of the Orthodox Patriarchate Antioch in its Charter and Regulations, in particular from 1860 until today. Namely, the central ecclesiastical administration (the institutions of the Holy Synod, Permanent Holy Synod and Assistant Bishop), the regional ecclesiastical administration (Metropolises and Parishes) and the administration of the Monasteries of the Orthodox church of Antioch. The year 1860 was selected as a starting point, as that year, due to extensive religious riots in Syria and Lebanon, both the Patriarchal temple and the library of the Patriarchate of Antioch in Damascus were destroyed and with them all the manuscripts dating before 1860 which until that time were kept in the Patriarchate. Moreover, the General Regulations of the Patriarchate of Constantinople are published the same year, which in the absence of other Regulations, were later adopted by the Patriarchate of Antioch, as shown in this study.
The aim of the present thesis is a systematical presentation of all the Charter and Regulations of the Church of Antioch from 1901 until today in Greek bibliography through the texts preserved in the archives of the Patriarchate. It is anticipated that this will help to address the existing gaps present today, in the sources of Ecclesiastical Law in general about the historical evolution of Regulations from the late 19th century to present. For the same reason, a special Appendix is provided with all the texts used in this study from the Charter and Regulations of the Patriarchate of Antioch from 1901 until today, in exact translation from Arabic.
Particular emphasis is given on the period after the second half of the 18th century, in order to have a better understanding of the later events, also known as Antiochian issue (1897-1909), as this is directly related with the writing of the first Charter of the Patriarchate of Antioch. Through a combined study, of the most important Greek and Arabic sources of the time, it is attemped to show the irregularities in the election of Patriarch Spyridon in 1891 and the regularity of the election of Patriarch Meletios in 1898, according to the Sacred Canons and the General Regulations of the Patriarchate Constantinople of 1860. In parralel, important canonical issues concerning the Church of Antioch, such as the patriarchal problem of 1929 and the proclamation of "Independent Eastern Orthodox Church" (1935-1941) and others, are presented and critically analyzed as these problems were directly related to the drafting of the relevant Charter.
The main novelty of this work is that, through comparative analysis, it provides evidence of the close relationship of the first Charter of the Patriarchate of Antioch in 1901 with the General Regulations of the Patriarchate of Constantinople of 1860. The weight of this conclusion is based on the fact that for the first time it is demonstrated the great importance the General Regulations of the Patriarchate of Constantinople had, as they were the principal source of all of the modern statutes of the Church of Antioch. As it is certain that the following 1906 Constitution Charter was issued by that of 1901 and the close relationship of each new Constitution with the previous one.
Also, an effort was made to highlight the current practical needs and shortcomings present in the current charter as well as the 1993 Council of the Ecclesiastical Councils and concern the administration of the Church of Antioch. For this reason, the end of the third chapter is comprised of critical remarks and observations on the function of the Holy Synod as well as the Permanent Holy Synod in the Church of Antioch. This critical review comments are based on the canonical tradition and the way institutions in the other Orthodox Churches operate, especially the Patriarchate of Constantinople and the Churches of Greece and Cyprus. Similar comments and remarks are also made about the institution of the Assistant Bishop.
Ιn the fourth chapter, is attempted for the first time a regular study and analysis of the Regulations of the Ecclesiastical Councils at the Patriarchate of Antioch from 1928 until today. In addition, a comparison of the provisions of the current Regulation of 1993 with corresponding Regulations in the Churches of Greece and Cyprus is performed to draw general conclusions regarding the measure of participation of the lay people in the election of archpriests and the administration of this Church in general.
Furthermore, having realized how penurious the modern norms of the Patriarchate of Antioch are about the monasticism, it was considered important to present them for the first time, with detailed commentary based on the Sacred Canons, Byzantine monasteries, the patristic tradition of monasticism and Modern Monastic Orders of Churches of greater tradition (monasteries of the Church of Greece,Cyprus and Mount Athos). It is hoped that this work will create a stimulus for the drafting of a complete and comprehensive monastic regulation of the Patriarchate of Antioch which will be based on new, more authentic sources and foundations. We have tried with our comments and remarks to contribute in this direction.
