Summary:
The ever-increasing engagement with the criminal phenomenon, coupled with the failure of the traditional suppressive anti-criminal policy model, provided the ground for the development of new models of crime prevention with a purely preventative nature. In line with the recommendations of the Council of Europe, many Western states have now incorporated into their legal arsenals arrangements for participatory prevention standards and coherent actions. The formerly dominant perception of the state's privilege in securing the legitimate good of citizens' security has given way to the inter-partnership and cooperation of the local actors of a society to more effectively combat the crime within it. Besides, the purpose of the relevant actions is shifted from the treatment of offenses and incidents to the identification of those underlying causes which - on the condition that they are growing and expanding - gradually evolve into criminogenic factors capable of undermining the foundations of the social fabric.
Within this climate, our country could not remain in the increasingly widespread trend of adopting alternative models to combat the criminal phenomenon. The former prevailing image of EL.AS. with the remote and hostile attitude of its organs towards the citizen succeeding in the emergence of its neighborhood police with the provision of personalized police services and the development of relationships of mutual trust. The focus is on man and his needs, which are served in the best possible way through his active participation in the fight against criminals and in co-operation with other local society actors. The centerpiece of interest is the mediation role of the police, the public's involvement in the correction of the wrongs of its region and its cooperation with Local Councils for Crime Prevention, clubs and voluntary organizations.
To this end, the present work is an attempt to close closer to the neighborhood police's newly introduced institution in the Greek criminal reality. As a first step, therefore, we will look at some key features of the new model in a rough way, with emphasis on the theoretical foundations on which it is based. Moving on, we will develop police policing as its neighborhood police officer, such as the interpersonal and customer-friendly approach by the police, and then highlight those particular aspects that differentiate the neighborhood policeman from the rest staff of EL.AS. in the performance of his / her duties. Secondly, an in-depth presentation of the Local Councils for Crime Prevention will be followed, the proper functioning of which can lead them to key players in consolidating the institution and the subsequent success of the participatory anti-criminal policy model.
