Management and utilization of municipal real estate

This thesis focuses on municipal real estate management and use, taking into account, inter alia, the recently increased public interest on that matter and the recognition of the fact that a strategic use of all kinds of municipal real property assets can play an important role and have a positive impact on the fiscal situation of municipalities, as well as the overall effort for economic recovery at national level.
In this framework, the basic relevant concepts are clarified, immovable property is classified based on whether it is public or private and the main modes of real estate acquisition, recording and accounting-financial reporting are outlined. Τhe current institutional and operational framework governing the management and use of municipal real property is then presented, followed by the identification of the major revenues generated from this use, classified on the basis of two criteria: whether they are characterized by law as ordinary or extraordinary revenues on the one hand and whether they arise from the use of public or private municipal property on the other hand. Furthermore, the impact of the unfavorable economic environment on the development of the municipal immobile property is examined, as well as the contribution of the “Kallikratis” programme and certain important initiatives undertaken to support the municipal governments in recording and efficiently managing their real estate portfolio. The thesis concludes with an attempt to identify the current problems and shortcomings, as well as the challenges and opportunities presented.
