Military Power and its contribution to the Perspective of a European Union with "Smart Power"
Summary:
The purpose of this research paper is to highlight the need for the European Union to develop its military dimension of hard power to complement its soft power in the international system and so to become a "smart" actor.
In this context, the paper is structured in five chapters. In the first chapter, there
is an introduction to the notion of "smart" power, indicating why the academic debate about developing "smart" power is timely and concerns both the US and the European Union (EU).
The second chapter takes into examine the notion of power and analyzes its forms : hard, soft and smart power. Subsequently, in Chapter Three we analyze military power as a soft power factor while arguing that reinforcing the EU's military capabilities has positive impact on its normative power.
In the fourth chapter, we survey key elements of EU ’s smart power: strategy, possibility of autonomous military action and legitimacy. The conclusions are summarized in the last chapter.
