Summary:
It is estimated that in the Arctic lies 13% of the undiscovered oil and 30% of the undiscovered natural gas global resources. Also, the Arctic constitutes the most susceptible to climate change region of the planet, as the temperature there has risen twice as much as in other regions (“Arctic amplification”). With the melting of the Arctic ice, new sea routes become available and the exploitation of the Arctic resources becomes easier. Thus, the “arctic paradox” is born: as the use and exploitation of the aforementioned sea routes and resources deteriorate the state of the region, rendering it responsible for climate change, apart from its most vulnerable prey. The Arctic Council, the best known (if not most important) actor concerning itself with the environmental protection of the Arctic, as a soft law body, lacks legislative mandate. Nonetheless, this feature does not reduce its influence greatly. The Council contributes to the protection of the region through various programmes, by conducting research, disseminating knowledge and raising awareness on Arctic issues, It has also been the forum within which three legally binding multilateral agreements concerning the Arctic have been signed. Its action demonstrates its evolution throughout twenty-one years of existence and its “organizational learning” as an institution.
