European Internal Security Strategy: the creation, the development and the cooperation between member states of EU on crisis management.
Summary:
In a constantly changing international security environment, the EU is increasingly confronted with challenges that threaten the internal security of its Member States, such as terrorism and natural and man-made disasters. States have primary responsibility for crisis management, but because these threats are of a cross-border nature, the EU has adopted policies to strengthen its internal security, starting with the Internal Security Strategy in 2010, which was followed by the European Agenda on Security in 2015 and the Security Union in 2016.
In this context, therefore, the present study analyzes the creation and development of these policies and at the same time makes an extensive reference to the objectives and proposals for actions that they were included each time. Subsequently, the main European agencies dealing with countering the phenomenon of terrorism and the tools that have emerged for crisis and disaster management are mentioned below. Finally, after identifying the problems and the difficulties for the coordination of the EU Member States, the contribution of the Internal Security Strategy and the subsequent initiatives on the road to strengthening internal security in Europe is assessed n total.
