Greek Public Administration in the times of Memoranda – Reforms and Prospects
Summary:
The issue of the reforms of the Greek Public Administration has been at the heart of the discussions due to the financial crisis of 2010 and the voting of the Memoranda of Understanding between the Greek Governments and the troika. Since then, Greek governments have set up new administrative structures in order to encounter the chronic malfunctions of the Greek Public Administration., particularly by strengthening and rationalizing the central government structures, improving administrative coordination and economic policy and combating corruption. During this process, Greek governments were assisted by the EU institutions and moved in accordance with the OECD and International Monetary Fund’s proposals. As part of the reforms, new Ministries, Governmental Councils and Committees, General Secretariats and Independent Administrative Authorities were created. Although it is too early to draw proper conclusions on the effectiveness of the new structures, most of them can be described as successful. The implementation of some reform proposals may further improve the functioning of the Greek Public Administration.
