Summary:
In a multilevel crisis period, improving the quality of regulation is capable of making a significant contribution to supporting and promoting economic growth, boosting competitiveness, and strengthening social welfare. The law 4048/2012 has adopted the policy of better regulation, without, however, being at the top of the government's political agenda nowadays. The implementation of better regulation policy tools, such as regulatory impact assessment, is not yet satisfactory. This paper studies the implications of regulatory impact assessment, which has been introduced in more than sixty countries worldwide. This approach involves initially reviewing the regulatory impact assessment at international and European level. In particular, the OECD and the EU have emphasized very early on the need to improve the quality of regulation with a view to economic growth and competitiveness. In the second chapter, the international experiences and practices of the United States and the United Kingdom in the field of Regulatory Impact Analysis are presented. The Netherlands is added to these countries, as they introduced the Standard Cost Model and successfully introduced the Regulatory Guardian. Next, the analysis of the consequences of regulation in the Greek political and administrative system is examined in the framework of the policy of better regulation, which culminated in the adoption of law 4048/2012. Furthermore, the quantitative and qualitative assessment of the implementation of this tool follows. Finally, the obstacles encountered by the ex-ante analysis process are presented, and improvements and ways of dealing with them are proposed.
