Public Procurement in the light of EU and International Law

The present study, therefore, starts from the analysis of the concept of public contract, given the difficulty of its full clarification. It is then attempted to define the whole legislative framework governing the law of this so important branch of the world economy, ie public law, at international, EU level, but especially at the level of the Greek legal order.An analysis is then made on more specific issues, such as initially defining and defining the contracting authority's basic concept by clarifying the actors that can take on this role, both in the light of EU regulations and of those relevant international agreements, and then the main forms that the award procedure of a public contract can take.Lastly, an attempt is made to verify and establish the exact relationship between the rules on public procurement which are the basis of international law and their validity by the signing of international agreements and the rules of secondary legislation of the European Union, which define the legal framework of regulations public procurement, specifying the basic principles of primary EU law, through theoretical and case-law approaches.
