The compliance of the Administration with the findings of the audit bodies and the independent authorities: The case of the General Inspector of Public Administration, the Body of Inspectors - Controllers for Public Administration and the Ombudsman

This dissertation is a diploma thesis within the framework of the Public Law and Public Policy Program of the Department of Political Science and Public Administration of the School of Economics and Political Sciences of the National and Kapodistrian University of Athens and was developed under the supervision of lecturer Maria - Εliana Pravita.
  This work attempts to study and record the cases of maladministration and corruption in the Greek public administration, as impressed by the auditing bodies, which are primarily responsible for investigating and resolving such cases. More specifically, the work presents the data from the annual reports of the General Inspector of Public Administration and the Body of Inspectors of Public Administration Auditors, as well as of the independent authority of the Ombudsman, as they are posted on their official pages on the Internet. The recording period of these data starts from 2004 until the last annual report of these bodies, which is in 2016. The main goal for the author of the work is, of course, after the study of the cases to examine whether the public administration complies with the auditors’ findings and suggestions, and how willing it appears to be to overcome any malfunctions, impediments and shortcomings that affect its relationship with citizens.    
The author, in the first instance, drawing on information from secondary sources (bibliography) focuses on the legislative and regulatory framework governing the functioning, competences and organizational structure of the above-mentioned control institutions, while explaining the general significance of their existence for solving issues resulting from maladministration and corruption and adversely affect relations between citizens and the public administration. Then, through the study of annual reports, the graph records annually the various problems of maladministration, the services of the state that identify the biggest issues, the reasons for increasing or even reducing the number of complaints of maladministration in the course of years, the cases that were possible or impossible to resolve, the cases filed, and whether the administration showed compliance with the proposals put forward by the auditing bodies following their intervention. Of course, these figures are also quantified with numbers, statistical analyzes and diagrams to better capture the situation being investigated, as well as comparability between years.    
Finally, in the last pages of the paper, the author concludes with some general conclusions and observations about the image of the Greek public administration in the years studied and formulates his opinion and impressions on the subject.
