The granting of direct payments and particularly the basic aid in the framework of the CAP 2015-2020

This diploma thesis aims at studying the content of the Common Agricultural
Policy, which has continued since its establishment to date, despite multiple reforms
to aim at sustainable food production, to strengthen the economy of rural areas and to ensure a fair standard among the workers in agriculture. In the framework the new CAP, the architecture of direct payments is linked to the desired increased ambition to ensure a fairer level playing field among the farmers.
Primary data on payments in 2015 -2017 in Greece by OPEKEPE were studied.
It is clear that the Common Agricultural Policy is oriented towards the gradual elimination of the historical data from the calculation of the value of the basic payment in support of the active farmers and improving their position in the value chain.
However, by studying the payments of the basic support in the years 2015-2017, it has been found that there is a great disparity in their value rights among the producers who received payment entitlements in 2009 and those who received basic payment entitlements in 2015. It is necessary the basic payment entitlements to be redistributed with priority for the young and professional farmers. In this way the support will be more fairly distributed.
