The "polluter pays principle": where law meets economics
Summary:
A narrow connection and interaction between legal and economic science can be clearly seen through the "polluter pays principle". A closer look at the historical route of this principle, shows a gradual change in the interpretation of it, so as an ecological dimension gets into the merely economic ground, in which the principle was born. A number of mechanisms have been suggested in order to achieve the ecological purpose and the most effective implementation of the principle. These mechanisms are based not only in legal but also in economic science. Although they have been widely implemented in an international, european and national context they don't seem to have the expected result. As a result, the "polluter pays principle" needs more elaboration, in order for new means of implementation to be examined and better results to be achieved. This can be reached through economic analysis. Economic analysis can provide practical results which can be used to supplement the "polluter pays principle". That's why this principle never gets old: the more the economic science is progressing, the more horizons of evolution are opening for the "polluter pays principle".
