Summary:
The aim of this diploma thesis is the strategic planning, management and responding to a
"sudden" crisis at national level. The case study will be hypothetical and will involve a bomb
explosion at the «Syntagma» Metro Station.
Initially, the concepts of disasters, crises and terrorism will be presented, as well as a historical
recurrence of terrorist attacks over the last decade at global, European and national levels.
Then, a brief reference will be made to the current legislation since the establishment of the
Civil Protection of Greece, and the main problems that hinder its smooth operation will be
recorded.
The starting point of this thesis is the moment of the bomb explosion. It will provide a roadmap
of actions needed, so that all levels of command shall be involved accurately and effectively.
The actions needed to manage the incident effectively will be held by a new Disaster and Crisis
Response Unit, which will be thoroughly analyzed. This thesis is about the post-disaster impact
phase as well as the humanitarian response and action phase. It will be described how and in
which order decisions will be made and mandates will be given to all operators involved.
Finally, several conclusions and proposals will be drafted so that, the present study can fit as
a model of a coordinated and planned response if anything relevant occurs.
