Summary:
Information on the nature of dangerous substances handled by industrial establishments, the risks involved, the quantitative impact of a potential accident and the necessary measures in the event of emergencies for protecting citizens through appropriate design and for self-protection in case of need are the key to reduce the level of social vulnerability and minimize the resulting devastating impact of an industrial accident on humans.
As a result, European Union prompted in 1982 the adoption of the Seveso I Directive (82/501 / EEC), which was essentially the European Council's first attempt to control major industrial accidents and mitigate their effects on man and the environment. With the passage of time and in view of the lessons learned from later major industrial accidents in Europe and worldwide, Seveso I was amended in 1996 resulting into Seveso II Directive (96/82 / EC), which precisely defined the procedure and the way that the information on the risks arising from industrial activity was publically available. In 2012 Seveso-III (Directive 2012/18/EU) was adopted.
Aim of this thesis is to review the evolution of relevant legislation both at European and at national level, by pointing out changes and differentiations from the former to the newer legislation aiming at better and more effective protection of humans and the environment.
