The Financial Crisis and its Impact on Public Hospitals Finance and Health Care Provision
Summary:
The resent work attempts to illustrate, exemplarily, the effect of health care provided during the crisis period through four hospitals of the Second Health Region. The selection of hospitals was based on their distance from our place of residence, for immediate access to the necessary data. The study period 2008 to 2016 were selected, as a point of the years before and during crisis.
The first purpose of this work is to draw conclusions for the functioning of public hospitals as financial units and the second their function as health care units for the citizens. In the first direction we use appropriate indicators, which control their liquidity, capital structure and activity. We have been used seven indicators, which use official financial data of these hospitals. These data are included in their annual published financial statements. In the second direction we used input and output indicators, such as the number of doctors, nurses and other staff, the number of patients, days of hospitalization and the number of beds. The purpose was to investigate the ratio of inputs used to produced result like the hospitalized patients.
The results of the financial and statistical analysis illustrate the rapid harmonization of hospitals in suggestions of the medium-term programs, for improvement in their financial data. While there is a significant improvement in the coverage of their short-term liabilities, there is still a significant increase in the delay in collecting their receivables. The results of the descriptive statistical analysis of the operating data highlight the inability of the three general hospitals, Tzaneio of Piraeus, Asklipieio of Voula and Thriasio of Elefsina, to meet past levels of coverage of both the number of hospitalized and the number of available beds, while highlighting the university hospital Attiko shows a strong increase in hospitalization, although it has increased the number of doctors.
The conclusion is that the hospital needs to review funding and organization, despite many efforts of experts and managers, a lot of problems remain.
