The relationship between public borrowing and government policies and its social impact
Summary:
The present essay studies the possible relationship between characteristics of
government borrowing via debt instruments and the way state budget is structured, so
through this possible relationship, we can see which policy areas emerge as those that
influence social processes. At the heart of this central question, individual questions
are raised concerning political rationality, economic growth and political business
cycle. A mixed qualitative and quantitative methodology was applied concerning the
period 1992-2010 in Greece. The results of the analysis indicate a strong correlation
between state budget structuring and bonds and no correlation with treasury bills.
Public borrowing via bond issue, indicate significant correlation with public spending
concerning wages and salaries of the public sector, public consumption, subsidies to
insurance funds, defense, education and instalments of government debt. Furthermore,
the results indicate the importance of political rationality over economic rationality,
the policy-implementation gap, the financing of public expenditure with small fiscal
multipliers either negative effects on growth and finally strong presence of political
business cycle
