Summary:
Climate change is happening now. The rise in average global temperatures is unquestionable, as shown by the increasing average global air and ocean temperatures, widespread melting of snow and ice in the northern part of the planet, and rising of average sea levels globally. In other words, the rise of the global temperature above a threshold can trigger abrupt, unpredictable and potentially irreversible changes which will have far-reaching disruptive and large-scale consequences. These alterations and climate change, in general, are perhaps the biggest challenge of the future. As the phenomena are expected to become more intense, the greenhouse effect is estimated to be affecting and have a greater impact in the future on the daily operation of military installations and the operational mode of the Armed Forces due to the change in the natural characteristics of business theaters and the restriction of available energy and water resources. This paper attempts to analyze the impacts of climate change on businesses and activities of the Armed Forces in the wider Balkan region. The first chapter lists and analyzes definitions that are directly related to climate change, with extreme weather phenomena and natural disasters. The concept of Disaster, Crisis, Risk and Natural Disaster Management is analyzed. References are also made to environmental agreements. The second chapter deals with the situation in the region but also in the EU in general and analyzes the involvement of the Armed Forces in Disaster Response Situations. Capabilities and limitations of the Armed Forces in Disaster Response are mentioned as well as the advantages and disadvantages of the Armed Forces contribution to Natural Disaster Response. The third chapter analyzes the current situation and reports on Businesses - Activities - Peaceful Works of the Hellenic Armed Forces. References are also made to Partnerships - Operations in the Balkan Region. The fourth chapter refers to the Impacts of Climate Change on the Balkans and the Indirect Impacts of Climate Change on the Armed Forces. Water Resources Management in the Balkans and Impacts of Climate Change on Greek-Turkish Issues are also analyzed. Reference is made to the FIR regime in Athens and to the Maritime Accidents in the Aegean and to the Evros River Water Management. The last chapter analyzes the contribution of Armed Forces to Climate Change Impact Management and Impact Analysis, discusses the Principles and Means of Dealing with this change, and provides some conclusions and suggestions for the future.
