The scope of this study is to present, analyze and evaluate the role of the Greek Armed Forces in natural disaster management. The purpose of this work is to clearly and objectively highlight all aspects of the topic and to make it a useful handbook that will motivate the reader to further research and study.
The work consists of chapters that cover equally diverse and important topics. Initially, basic concepts that are directly related to natural disasters are analyzed and their specific characteristics are identified. More specifically, the first chapter is devoted to presenting the concepts of disaster, crisis, risk, which are associated with the terms vulnerability and risk, while emphasizing their importance as a catalyst for the preparation and response of a society. of a natural disaster. The second chapter describes how disasters and emergencies are managed, and presents the XENOCRATIS project, which is the strategic framework for action by all state structures to respond to crises and natural disasters.
The third chapter focuses on the analysis of the temporal presence of the Greek Armed Forces in the face of disaster. In particular, their actions are recorded in three cases of emergencies from natural disasters. This is the devastating earthquake in Parnitha in 1999, the devastating fires in Ilia in 2007 and the deadly flood in Mandra in 2017.
The varied conclusions drawn in Chapter 4 will lead to the critical thinking of the arguments put forward in this study and will form the basis for a consideration of the issue from a different perspective. The purpose of the work is not only to understand and balance the burdensome value of the involvement of the Armed Forces in natural disaster management of losses from a natural phenomenon.
