Summary:
In an increasingly sophisticated and complex international environment, with the security risks and challenges - in the specific and general sense - being there, the need for Crisis Management and Disaster Management plans is considered imperative. The European Union, through its institutions, in the course of the Union process adopts those policies which aim, not to replace the institutional functioning of its Member States which is constitutionally guaranteed, but to operate in accordance with its principle of proportionality. It is clear that the transnational nature of the issues raised calls for the international cooperation of all players and is not limited to the existence of a management framework for the Union and the states.
The overall objective of this work is to examine and present an integrated approach to Disaster and Crisis Management by the European Union as a whole, in order to understand the necessity of its existence. At the same time, the purpose of the study is to study the situation of the country of Haiti and the earthquake on 12th January 2010 in order to examine the contribution of the Union and the weaknesses that occurred during the management cycle.
The following pages analyze key concepts, definitions, and potential impacts of the event, in order to define the Disaster and Crisis Management framework. Initially, reference is made to the EU's progress since the need for and creation of Joint Management to date, as well as the presentation of the institutions and services, both in the fields of the Common Foreign and Security Policy and in the field of Civil Protection and Humanitarian Affairs Help. In addition, the institutional framework for disaster and crisis management response at EU level at both military and civilian levels is analyzed. Finally, the case of Haiti is examined, judging overall by the EU's response and involvement in Disaster Management.
