Summary:
This dissertation analyzes the appointment of executive members and managers in
education from 1974 to 2016. More specifically, it focuses on the appointment of the
headteachers of the school units, through the theoretical and historical-interpretive research, of the relevant state legislation and the corresponding literature. The period in
question has been characterized as one with the highest rate of legislative productivity
regarding education. Each government has used educational reforms as a mean for the
implementation of particular political views and policies. The educational models that
emerged as a result of these reforms, highlight the importance of the head teachers’
roles and duties. Moreover, they underline the necessity for continuous adaptation of
these models in accordance with the conjunctural context of each period, as well as in
accordance with the framework of the European Union.
Τhe core of our concern in this dissertation refers to the investigation and interpretation of the leadership models with regards to the management (administration) and organization of state schools, which they are deemed necessary for the effectiveness of the organizational structures in education. We also need to highlight the fact that the suitability of head teachers-leaders and the practices they implement, affect the daily function of the school.
During the specific period of time that we concentrate on, in this investigation we explore the connection of the legal context with the leadership styles. We study this connection through the qualitative analysis and comparative evaluation of the changes and reforms that took place in Greece in relation to the implemented policies and occupied duties, and roles by head teachers in primary education. We face the difficulties and problems that arise from the traditional, centralized model of the greek school management nowadays, that has led to the strengthening of bureaucracy and the limited productivity of the administration and management.
In a school reality, in which the need for modern models of management, organization and administration is mandatory, we try to seek new management models, where the head teachers could act as democratic, transformative, participatory school leaders who guide, inspire their colleagues and contribute to a more democratic environment and to an efficient administration (Total Quality Management in Education).
