Decision making process in cases of crisis and natural or manmade disasters within the Greek Public Administration. The role of the Hellenic Coast Guard

The outbreak of crises and catastrophes, both man-made and natural, are inevitable and constitute a matter of global concern. Their effects are not interrupted by natural boundaries. The impact of such emergencies and contingencies can affect entire regions and populations, as both government structures and private property may be irreparably damaged, resulting in losses of human lives, social and political unsteadiness for one or more countries, economic recession and adverse effects on the natural environment.
Dealing with such cases is not one-dimensional; on the contrary, the cooperation and partnership of public and private bodies is required, both regarding the forecasting and prevention, as well as the management and removal of adverse consequences. The purpose of the current study is to present the process through which the Greek Public Administration takes the required decisions whenever a crisis or disaster strikes. In particular, it analyzes the stages and criteria that lead to the decision-making, the time limits for the actions, the sources of information, the way of managing the information, as well as the administrative bodies, who are responsible for the final decisive actions. Special mention of the respective responsibilities of the Hellenic Coast Guard is made, as well as the procedures followed in such cases.
More specifically, the definitions of the most significant terms found in the chapters of the study are presented, with emphasis on the distinction between the concepts of crisis and disaster. A detailed analysis of the concept of crisis is carried out, while at the same time, the types, the causes as well as the stages of manifestation and management of crises are explained, both in general terms and in particular, regarding the Public Administration and the Hellenic Coast Guard. Analysis of decision-making models in cases of uncertainty, risk assessment and analysis criteria, as well as the importance of terms of information and communication to deal with a crisis or disaster situation is provided. The concepts of leadership and management in crisis and disaster situations are similarly explained. Following, there is an analysis of the concepts of Public Administration and the Hellenic Coast Guard, as well as the way in which decisions are made during crisis and disaster management. To this end, crises case studies are recorded, in which the Hellenic Coast Guard was functionally involved while the positive actions, the errors and the omissions are pointed out at an organizational and operational level, as they were found in the evaluation of the crisis management or disaster. Besides, a brief description of how decisions are made in the European Union is provided, which presents the process of crisis and disaster management at a supranational level.
