Summary:
This dissertation is designed to examine asymmetrical threats such us weapons of mass destruction (WMD’s) and terrorism and to demonstrate them as a potentially destructive menace to human societies. Also it dissects the International Legislative Framework for the protection of societies against such threats.
War is a phenomenon that is constantly occurring since the dawn of time and its pernicious results contribute to the formation of societies. The winner was not always the strongest as the weak opponent was constantly trying to find his weakness in order to break the effective use of the opponent’s power factors.
Nowadays more than ever asymmetry in the global power distribution has as its natural evolution the asymmetrical conflicts, because opponents act, think and being organised in a differed defensive or offensive way so as to achieve the maximization of the advantages over each other. The usage of chemical and biological means as weapons against adversaries in asymmetric conflicts, as well as modern radiological and nuclear weapons, pose serious dangers even for the existence of humanity. Terrorism, which is being developed in the environment of poverty, humiliation, political oppression, despair, encroachment of human rights, bigotry and external or internal conflicts uses primarily asymmetry to strike at its opponent.
As weapons of mass destruction and terrorism are included in the main threats to humanity for next decades and are linked in various ways to asymmetry, they can be considered as asymmetrical threats. Therefore, a primary concern of the international community is to ensure that these treats won’t be developed into global catastrophes.
