Summary:
Disasters pose a critical threat to development and development can significantly increase risk levels, triggering a continuously expanding negative «feedback» loop between disaster risks and their cascading consequences. In order to prevent these consequences from compromising sustainability, a redefinition of how to deal with disaster risks is essential. In this context, it is necessary to ensure a development perspective to disaster risk reduction (DRR) and a DRR perspective to development. Spatial planning by mainstreaming risk information and management in governance, all phases and scales of its implementation, can prevent new and reduce existing disaster risks and strengthen community resilience. Τhe present master thesis aims to determine the type and how to incorporate and integrate risk information into spatial planning and Strategic Environmental Assessment (SEA) that formulate integrated approaches to development. In an attempt to define the level of legal and institutional establishment of the process in Greece, it then examines the extent to which DRR has been mainstreamed into recently approved regional and urban legislation (Law 4759/2020- Gov. Gaz. 245/A/9-12-2020) and its coherence with National DRR Strategy. Simultaneously, taking into account the basic characteristics of national Spatial Planning System and the obligation of programs and plans to be subject to SEA, it explores the possibility of SEA to promote and facilitate this process. Thus the present master thesis, based on relevant literature, presents the risk-informed methodologies for spatial planning and SEA. In addition, it concludes that the new spatial planning framework in Greece (Law 4759/2020) creates significant prospects and opportunities to form comprehensive approaches to DRR, climate change adaptation and sustainable and resilient development. Finally, it argues that SEA due its value and the favorable environment that creates, can ensure a higher level of DRR mainstreaming into spatial planning, increasing its effectiveness and the acceptance of its final decisions.
