Summary:
The devastating effects of repeated natural disasters have forced Japan to develop its
own national emergency management system. In order to achieve this, in addition to
organizational changes, it was necessary to integrate the most advanced technological
developments in the context of crisis and disaster management. So today, Japan has one of the most efficient disaster management systems in the world. This thesis describes in detail and proceeds to a complete analysis of Japan's emergency response system, as an integral part of the country's emergency management system, through the in-depth study of crisis and disaster management plans associated with each level of government, public organizations, public and private partnerships and volunteering. Therefore, the study examines the overall structure of the system, through the case study of specific organizations and bodies at each level. Japan's history is replete with several recent and significant catastrophic experiences, which have formed the basis for disaster management planning. From these, lessons learned and conclusions have been drawn for the disaster preparedness and mitigation policy, in a holistic way. Disaster management plans and policies in Japan are constantly on the lookout for other catastrophic events the magnitude of the 2011 Tohoku earthquake. This catastrophic event highlighted some shortcomings in the national disaster management system, in particular in preparedness at the municipality administration level, in communication between government departments and in dealing with nuclear disasters. In the years that followed, many measures were taken to address these problems and continuous efforts are being made to further improve the national emergency response system.
