Summary:
The purpose of this paper is to highlight the implementation of the circular economy and industrial symbiosis to indicators of sustainable development, to investigate the political and legislative attitude of the European Union towards these issues and to answer reasonable questions that arise. What is the attitude of the European Union towards the circular economy? What legal framework has it adopted? Are there any obstacles to the implementation of the circular economy? Are there examples of European good practices, in implementing the circular economy and meeting the challenges of the 21st century?
For the analysis of the above, in the first chapter of the thesis, the circular economy and the industrial symbiosis are clearly defined. The second chapter, "EU policy agenda for the transition to a circular economy and industrial symbiosis", describes the policy package established by the European Commission and analyzes its policies and regulations from 2014 to date. The European Commission has already completed more than 90% of its actions on the circular economy. An extensive reference is then made to examples of the application of European good practices of circular economy and industrial symbiosis, which will be recorded in the third chapter of this paper, "European good practices". These examples have their references to industrial parks, where housing industrial and other activities complement each other in terms of resource use, developing innovations and applying technologies that contribute decisively to resource savings, taking advantage of the principle of proximity that must be governs related activities. Despite the adoption of measures and policies by the European Union, it is observed that today, the implementation of the circular economy and industrial symbiosis is limited, by obstacles of regulatory, cultural, economic and technological content, but also obstacles arising from difficulties of market adaptation and of the consumers. These obstacles are described in the fourth chapter of the thesis. Finally, the thesis is completed with the conclusions, with the incorporation of possible answers to the question. Is the European Union's political and legislative attitude on the circular economy and industrial symbiosis sufficient for a fair transition?
