Summary:
The 2016 European Global Strategy (EUGS) aimed to fill a significant security gap that had emerged both in the wider neighborhood of the European Union and on its borders or even within it. An ever-increasing number of upgraded challenges and threats were constantly emerging. Among the modern and sophisticated threats that the previous European Strategy of 2003 (ESS) and its revised version of 2008 failed to address and counter were the Hybrid Threats.

The term "hybrid threats" is a neologism that emerged to describe and analyze methods and tactics that were already known in the distant past but had never before been used with such scale and intensity. Effectively countering these threats, such as cyberattacks, disinformation campaigns, critical infrastructure disruption, and election fraud, requires strategic planning, timely preparation, and high technological capability.

The Member States, under the guidance of a common compass, must set aside their national priorities and support the collective project for European Strategic autonomy. This is the ultimate role that the EU Global Strategy has to play in these fragile times.
