Summary:
Everyday life is governed by multiple risks. No matter how many protection measures are applied, an
environment could never be considered completely safe. The scale of the potential disaster depends on
vulnerability and in particular the conditions that increase the sensitiveness of societies. In addition, increasing
the ability to respond can mitigate the devastating effects.
In Greece, due to its geographical position and climate, there is experience against hazards and disasters. For
this reason, the legislation and know-how for risk reduction and disaster prevention is constantly being
enriched. In the last 20 years, both anti-seismic and fire safety measures have been tightened, and concern all
buildings, especially facilities that accommodate a large number of people.
The factors that compose hazard and high vulnerability create high level risk. As an example, is the
concentration of large numbers of spectators in unsafe football stadiums. In recent years, there is an increase
of the football audience in countries such as Greece and Turkey. This means that should be paid more
attention to security measures in order to reduce the potential risks that could cause disasters. Besides, there
are several cases where disasters have been recorded in football stadiums due to natural or technological
risks, which resulted in injuries and human losses.
The main disasters that have been recorded in stadiums were caused by natural hazards, such as earthquakes,
storms, floods, strong winds, snowfalls, but also technological ones such as fires, construction errors and
material failures.
In Greece, the most modern stadium to date, with the largest attendance of the public, is “Georgios Karaiskakis
Stadium”, whose use is not limited only to sporting events. In its facilities, take place cultural events, concerts,
open-air cinema and even seminars. The construction was a time record, observing the prescribed safety
measures, in order to provide the required safety to the visitor.
